OZG-3931 [pluto-interface] workaround replace javax with jakarta

According to the [thread](https://github.com/grpc/grpc-java/issues/9179), grpc-java has a bug that inserts an annotation from the outdated javax package. The added plugin replaces the word 'javax' with 'jakarta'.
