OZG-4094 osi2 postfach facade

Dieser MR fügt das osiv2-postfach 0.2.0 hinzu, welches über ozgcloud.osiv2.enabled: true aktiviert werden kann.

Getestet auf dem by-ozg4094-dev namespace.

Das osiv2-postfach benutzt einen PostfachAddressIdentifier, der keine Instanz von StringBasedIdentifier ist. Dieser MR behebt eine hieraus stammene ClassCastException beim Empfangen von Nachrichten:
